In addition, the process <br />would provide for the examination of <br />benefits to the U'ni%ersity and the <br />surrounding communities of relocating air <br />operations from Ilorace WilliamsAirport <br />Finally, the process would allow for the <br />evaluation of relocation options that would <br />provide for AHEC needs but not necessarily <br />for other general aNiation purposes. <br />The Institute for Environmental <br />Negotiation feels that a Preliminary <br />Dialogue centered on the relocation of air <br />traMc operations from the Horace Williams <br />Airport would allow for a look at several <br />relocation alternatives. In addition, the <br />Preliminary Dialogue Prokess and Group <br />would provide a test fur the feasibility and <br />advisability of using interest -based or <br />stakeholder -based nrotiation to relocate air <br />operations from the Horace Williams <br />Airport At the conclusion of the <br />Preliminary Dialogue Process, the answer to <br />µhether more in -depth discussions should <br />be held will be clearer. If it is determined <br />that more dialogue should be encouraged, <br />an expanded negotiating group might need <br />to be formed. <br />The Institute for Environmental <br />Negotiation proposes the following <br />composition for the Preliminary Dialogue <br />Group: <br />• 2 members of the medical school <br />familiar with the Area Health <br />Education Centers program: <br />• 2 members of the Chapel Hill <br />Flying Club; <br />• 2 members of Citizens for <br />Airport Planning; <br />• 2 members of Stop the County <br />Regional Airport Plan; <br />Managers' Committee on the Airport <br />• : representatives of the <br />University appointed by the <br />Chancellor. <br />• 2 members from each of the <br />three governmental jurisdictions. <br />Participation by the manager of each <br />governmental jurisdiction is recommended <br />to provide for continuity in the process. <br />Total proposed membership of the <br />Preliminary Dialogue Group is 16. <br />The Institute for Environmental <br />Negotiation proposes the following <br />guidelines for the Preliminary Dialogue <br />Process: <br />(1) The University would commit <br />to provide knowledgeable people <br />µho would be prepared to assist <br />the Institute and the Preliminary <br />Dialogue Group in matters <br />involving, functional, economic, or <br />regulatory aspects of Horace <br />Williams Airport management and <br />operations; <br />(2) The University would commit <br />to provide knowledgeable people <br />who would be prepared to assist <br />the Institute and the Preliminary <br />Dialogue Group in clarifying the <br />nature and extent, of AHEC's <br />reliance on aircraft and a <br />proximately-located air facilitN, <br />(3) The Managers' Committee on <br />the Airport would assist the <br />Institute in contacting members of <br />CAP, SCRAP, AHEC and the <br />Chapel Hill Flying Club to <br />determine their willingness to <br />participate in the process; <br />20 <br />
