47 <br />ATTACHMENT 7 <br />Preliminary Dialogue Group <br />This section contains a.proposal by the Institute for Environmental Negotiation. This <br />proposal outlines the steps that the Institute believes would be necessary to set the <br />foundation for the facilitated process recommended by the managers' committee. <br />The Institute for Environmental <br />Negotiation proposes a Preliminary <br />Dialogue Process as an initial phase in <br />exploring issues related to the relocation of <br />air traffic operations from the Iiorace <br />Williams .airport. The Preliminary <br />Dialogue Process. if deemed to be <br />successful. would be the first phase of at <br />least a two -phase facilitated dialogue. <br />The Preliminary Dialogue Process has <br />several purposes. The process aims to <br />identify interests and concerns shared by <br />the major stakeholder groups and to <br />develop a shared database to answer <br />questions for parties to the issue. The <br />process also aims to determine if there is a <br />sufficient basis for developing a mutually - <br />satisfactory solution, and if so, to establish <br />a foundation for future discussions aimed at <br />producing a mutual -gains resolution of the <br />issue. <br />The Preliminary Dialogue Process, as <br />currently proposed, has three steps. The <br />first step is centered around individual <br />meetings between representatives of the <br />Institute for Environmental Negotiation and <br />each stakeholder group in the relocation <br />issue. These meetings would be the <br />opportunity for the facilitator to become <br />familiar with each group's position and <br />concerns. <br />The second step in the process would be <br />the examination, review and confirmation of <br />facts, figures and assumptions relevant to <br />the relocation issue. Successful completion <br />of this phase would be dependent upon the <br />support of each stakeholder group in <br />helping the facilitator to explore previously <br />unasked and unanswered questions relevant <br />to the relocation issue. The product of this <br />step would be a shared knowledge base that <br />could be used to answer questions of <br />interest to the stakeholder groups. <br />The third step in the process would be <br />the convening of a Preliminary Dialogue <br />Group. The Preliminary Dialogue Group <br />would be composed of representatives of the <br />major parties to the relocation issue. The <br />proposed composition is outlined below. <br />Both the Preliminary Dialogue Process and <br />the Preliminary Dialogue Group <br />proceedings would be conducted with the <br />support of the Managers' Committee on the <br />Airport and the Coordination & <br />Consultation Committee. <br />The Preliminary Dialogue Process could <br />provide a number of benefits, including an <br />opportuairy to understand the economics <br />and public benefits of the Area Health <br />Education Centers medical air operation's <br />from the Horace Williams Airport. The <br />process would also examine the economics <br />and public benefits of Horace Williams <br />Afana rs' t;ommiaee on the Airport 19 <br />
