With these factors, a qualitative analysis of each candidate site will be <br />made. <br />The criteria used to evaluate impact's along the travel route will include the <br />number of houses along the anticipated travel route and the weighted average haul <br />distance from the centers of waste generation to the candidate site. The distances along <br />the anticipated travel . outes can be established from road maps. The average haul <br />distance can serve as a surrogate measure for litter impact because larger areas are <br />potentially impacted the further a truck has to travel to reach a site. <br />N 1SE <br />The noise generated by the day -to -day operation of the sanitary landfill will have <br />an impact upon the quality of life of persons living on property adjacent to the landfill <br />and /or adjacent to the travel route used by the disposal vehicles. The noise impact <br />ratings are presented in Exhibit R -7. The present use and future planned use of the <br />properties in the vicinity of the candidate site will be considered in the evaluation. The <br />criteria utilized to evaluate impacts along the travel route will include the number of <br />houses along the anticipated travel route and the weighted average haul distance from <br />the centers of waste generation to the candidate site, similar to the visual impact <br />category. <br />FLORA AND FAUNA <br />The potential to impact flora and fauna will be present regardless of where a <br />sanitary landfill is sited. However, the impact to general plant and animal life must be <br />considered during the evaluation and steps taken to minimize the impacts during design <br />and construction of the landfill. An effort must be made to preserve the habitats of all <br />rare and endangered flora and fauna existing in Orange County.
