28 <br />'I'R L e_ PORTATIN <br />The location of the sanitary landfill will dictate the distance the waste must be <br />hauled. The closer .the landfill is to the sources of the waste, the lesser the economic <br />impact on the community. The location of the landfill will also impact existing traffic <br />flow. The cost to transport the waste and the impacts to existing traffic flow affect the <br />quality of life of the people of the County. The transportation impact ratings are <br />presented in Exhibit R -5. <br />Transportation costs will be directly proportional to the weighted average haul <br />distance from the ,centers of waste generation to the landfill. Distances along the <br />anticipated travel routes can be determined from existing road maps. The effects on <br />existing traffic flow will be evaluated on the basis of the types of roads along the <br />anticipated travel routes and on the current and projected efficiency of traffic flow at <br />intersections. This information will be obtained from local transportation officials <br />and /or from first -hand observation. <br />Vi UAL IMPA LITTER <br />The location of the sanitary landfill will have a visual impact upon residents and <br />businesses in the vicinity of the landfill and on persons living or working adjacent to the <br />route that disposal trucks would follow. The visual aspects of the operation of the <br />landfill will have some impact upon the quality of life of persons within eyesight of the <br />landfill and traffic and litter could increase along the travel route. <br />The visual impact /litter impact ratings are presented in Exhibit R -6. The impact <br />of the landfill upon the visual quality of life of those persons surrounding each candidate <br />site will depend on whether or not they will be able to see the landfill. The factors <br />utilized to determine the visual impact upon persons adjacent to the candidate sites <br />include the availability of natural screening (vegetation), the topography of the land on <br />Ci <br />
