26 <br />Land Acquisition and Other Major Development Costs <br />Land Use <br />Exhibit R -3 presents the Socio - Economic impact ratings. <br />In this parr of the country and, specifically, in this portion of the State of North <br />Carolina, history plays an important part in the lives of the people. It is possible that a <br />sanitary landfill may impact a nearby historic landmark or monument merely by its <br />presence in the vicinity. The potential impact of a landfill on sites of archeological <br />significance is also of great concern. The potential historical/ archaeological significance <br />of the area surrounding a candidate site will be evaluated on the basis of information <br />available from applicable State and local agencies. <br />The safety of operating a landfill is not dependent upon the location of the site <br />and is, therefore, not included in this ranking category. Safety. factors regarding the types <br />of roadways leading to and from the candidate site and the travel route, however, do <br />affect the quality of life of the people who live and travel near. the candidate site. To <br />assess the safety of the existing roads leading to and from the candidate site, <br />the types of <br />roads will be reviewed with local transportation officials and impacts assigned based <br />e e secondary or primary), roadway geometry, and the <br />upon the predominant road type (•g -, p <br />land use in the area through which it passes. Also considered in roadway safety is the <br />travel route, which can be evaluated by the number of houses along the anticipated <br />travel route and the average haul distance. <br />Land acquisition costs and other major development costs are also considered in <br />this phase of the study. Everything else being equal, it is considered that lower <br />acquisition and development costs reduce the economic impact on the community. Land <br />costs will be approximated from records kept by the County Tax Supervisor's Office. <br />The evaluation of "other major development costs" will be qualitative and based on the <br />consultant's experience, and will consider such items as infrastructure availability (roads, <br />sewer for leachate treatment, etc.), natural screening, and so forth. This item will not <br />address construction or operation and maintenance costs. <br />Lastly, compatibility of the landfill with existing and future uses of the <br />surrounding land is important to reduce the impact on property values and future <br />development potential.
