�: ►1.11► � �� <br />ORANGE COLNW REGIONAL SANITARY LANDFILL <br />S <br />ERAL <br />ATTACIDIENT 5 23 <br />The primary objective of the Landfill Search Committee is to identify candidate <br />sites for locating a sanitary landfill within Orange County. The ranking system will be <br />used to compare the various catdidate sites relative to each other, and to determine the <br />candidate sites most suitable for further investigations. Seven (7) major ranking <br />categories will be used to evaluate the candidate sites along with weight factors identified <br />by the letter "A ", which indicates the relative importance of each category. The ranking <br />categories and weight factors are presented in Exhibit R -1. <br />The ranking categories in certain instances are subdivided to better evaluate the <br />candidate sites. Criteria have been developed with which the ranking categories c: ; be <br />evaluated using readily available information_ Impact ratings, identified by the letter "B ", <br />have also been developed for each ranking category and subcategory to measure the <br />potential impact of each ranking category and subcategory of each candidate site upon <br />the surrounding areas, the environment, and nearby residents. The impact rating <br />determined for each ranking criterion, multiplied by the weight factor, gives a product <br />called the Evaluation Score. The Evaluation Score is identified by the letter "C. The <br />summation of all Evaluation Scores for a given candidate site determines the total score. <br />The total score for each candidate site is called the Composite Index and is identified by <br />the letter "D ". The Composite Index is a relative measure of the potential impact that a <br />given candidate site would have upon the surrounding environment, with high numbers <br />indicating greater (more negative) environmental impact. <br />The ranking categories, evaluation criteria, and available resources to evaluate <br />each criterion are discussed in the subsequent paragraphs. <br />Revised and adopted 5/22/91 <br />
