15 <br />The State Interagency Task Force, a group of State staff <br />representing several agencies with interest in the permitting of <br />the landfill would also visit the sites with the consultants, and <br />would provide their assessment of the site. <br />The Search Committee would evaluate the technical information and <br />the information from the Interagency Task Force, and would select <br />a site or sites based upon that information and other information <br />they have received to recommend to the Landfill Owners' Group. <br />The evaluation of sites, reporting and decision - making by the <br />Search Committee could take about 6 months. <br />Upon receipt of the recommendation from the Search Committee, the <br />Landfill Owners' Group would make its own determination of the <br />suitability of the site. The Owners' Group would then recommend a <br />site to the governing bodies for approval. Upon approval by the <br />governing bodies, the process of acquisition and permitting would <br />begin. <br />It is difficult to predict how long the deliberations of the <br />Owners' Group and governing bodies may take. <br />13. what steps will Joyce Engineering take to ensure that the least <br />ossible damacte is done to private lands during testin <br />Please see response to ,#1 under the Carrboro list, above, page 4. <br />Response by Joyce Engineering: <br />Joyce Engineering and its subconsultant, Bain, Palmer & <br />Associates, Inc., will propose locations on paper based on a <br />conceptual landfill layout and site features. Once they are <br />allowed access to the site, the locations will be field <br />verified or adjusted based on site observations. The <br />engineers have some discretion regarding the required <br />locations and will, whenever possible, locate borings in areas <br />where minimal clearing is required. The engineers will work <br />with landowners to identify the routes resulting in the least <br />land disturbance, which will still allow access to the <br />required locations. Clearing activities will be avoided if at <br />all possible, and will consist of the least damaging feasible <br />method. <br />Boreholes and test pit excavations will be backfilled and <br />compacted as much as practicable upon completion of site <br />activities and excess soil spread neatly prior to leaving the <br />site. The landowners will be welcome to observe the crews <br />during work on their property. <br />
