13 <br />Test pit excavations will be performed with a backhoe. The <br />test pit excavations will be on the order of 2 to 3 feet wide <br />and 10 feet long. The depth varies depending on the material <br />encountered in the excavation and is limited by the reach of <br />the backhoe (normally 15 feet or less). The test pits are <br />performed to obtain a better view of the near - surface soils <br />and to obtain large volume samples of soils. The pits are <br />then immediately backfilled and the ground smoothed. What screening rocess was used original-11Y to identify candidate <br />areas for the next landfill and what are some exa roles. of <br />attributes that would have excluded an area from further <br />consideration? <br />Response by Joyce Engineering: <br />The screening process was described in detail in earlier <br />reports submitted by Joyce Engineering, particularly in the <br />First Interim Report dated March 14, 1991. Screening is the <br />application of criteria, either mandated or locally derived, <br />to the entire county to differentiate areas as being either: <br />1) excluded from landfill siting; 2) included for further <br />consideration with restrictions; or 3) included for further <br />consideration without restrictions or limitations. A public <br />information meeting was held in July of 1990 to review the <br />screening process and proposed screening criteria, and to <br />receive public comment. The legal and technical criteria, <br />along with input from the LSC and the public, formed the basis <br />for the final screening criteria adopted by consensus of the <br />LSC in August of 1990. <br />Much discussion was held among the LSC members on the <br />screening criteria, and compromises. were reached in a <br />democratic process, in order to arrive at a set of guidelines <br />at least as stringent as those required by law which represent <br />the broad interests of the citizens of Orange County. An <br />exception was made, with respect to minimum site acreage, to <br />allow further consideration of the "Greene Tract," located <br />adjacent to the existing landfill, in order to fulfill a <br />previous commitment by the LOG. <br />9.
