The consulting engineers were selected <br />in part because they have extensive experience with similar <br />processes. All meetings (21 to date) have been open to the public. <br />5 public input meetings have been held throughout the process at <br />key points. All correspondence received by the Committee, Landfill <br />owners' Group and /or staff has been shared with the Committee. <br />13. What will happen to "extra" land from that purchased? <br />As stated above, it is possible that the member governments may <br />decide not to attempt to acquire all of the property contained in <br />all of the parcels which may comprise the eventually selected site. <br />If all of the acreage is acquired for a given site, but not <br />required for the purpose of a landfill, then the use of the "extra" <br />land could be decided at that time. <br />14. Provide an explanation of proxy problem. <br />The Landfill Search Committee decided at its first business meeting <br />to conduct its business by consensus whenever possible, but to use <br />generally accepted parliamentary procedures for voting purposes. <br />on the morning of March 25, Landfill owners' Group staff, <br />representatives of the consulting team, County Commissioner Don <br />Willhoit and Eddie Mann, chairman of the Landfill Search Committee <br />met to discuss the meeting of that evening. These meetings are <br />routinely held to discuss what will be the order of business for <br />the impending meeting, who will present what information and how, <br />etc. At the conclusion of the meeting, Mr. Mann stated that he had <br />heard from one member of the Committee who had a conflict with the <br />meeting, and who had asked if he could tender a proxy for his votes <br />for the meeting. Mr. Mann asked for the opinion of those present <br />as to the propriety of the use of a proxy. <br />The staff and Mr. Willhoit stated that they did not believe that it <br />was appropriate for proxies to be used by publicly appointed <br />groups. Mr. Willhoit pointed out that Roberts' Rules of order <br />stated members of a group must be present to participate in the <br />actions of the group. Mr. Willhoit expressed his belief that <br />proxies are inappropriate for public bodies because they preclude <br />the tenderer from hearing debate and being persuaded by force of <br />argument. The meeting then adjourned. <br />Mr. Mann announced to the Committee at the start of the meeting <br />that a proxy vote would not be allowed. A motion to recommend on- <br />site testing of the four sites under active consideration was <br />passed by a 6 -5 vote. (The Committee has 12 active members, one <br />less than the originally appointed 13. one member became ill and <br />was replaced by another individual who subsequently became <br />inactive.) <br />After the meeting, some members of the Committee stated that they <br />felt that the member who could not attend should have been notified <br />ahead of time that his proxy would not be allowed.
