6 <br />discussions, perhaps with an expanded negotiating group. <br />However, there is no assurance that air traffic will ever be <br />relocated from Horace Williams Airport. Further, even if agreement <br />ultimately is reached on a method for relocation of air traffic, <br />there is no way to predict how long it might take to carry out any <br />proposed solution. <br />Our conclusion is that the process of selecting a new landfill site <br />must assume that Horace Williams Airport will continue in operation <br />for the foreseeable future. <br />10. Have increased tiRving fees been considered as an incentive to <br />reduce waste? <br />Landfill tipping fees have been set to cover current and <br />anticipated expenses of the landfill operating and capital <br />expenses, recycling programs, and solid waste planning efforts. <br />Setting fees higher for the specific purpose of reducing material <br />brought to the landfill has not been discussed by the Landfill <br />Owners' Group. <br />11. How is information from sources other than Joyce being used? <br />Response from Joyce Engineering: <br />Infcrnation sent to the LSC, LOG, elected officials and staff <br />by or on behalf of citizens of Orange County was forwarded to <br />Joyce Engineering (and the LSC) for use in the landfill search <br />process and was addressed in memoranda issued by Joyce <br />Engineering on April 24, 1991 and August 26, 1991, in a letter <br />from Joyce to the citizens dated August 23, 1991, and in <br />Joyce's November 11, 1991 Report of- Additional Services. <br />In sur =ary, the information provided by the citizens was <br />reviewed by all recipients and considered at the appropriate <br />time in the process as directed by the LSC. Attempts were <br />made to conf irm site - specif is information submitted as factual <br />during the phase of work that culminated in the aforementioned <br />November 11 report. Site - specific information was also <br />considered during the development of conceptual site <br />utilization plans following the flyover. Some of the <br />information has not been confirmed and cannot be until the <br />detailed site work (walkovers and geotechnical investigations) <br />is performed; however, such information will- be used to <br />identify potentially problematic areas for assessment during <br />on -site activities. Opinions offered by citizens or <br />professionals on their behalf have and will continue to <br />influence the debate of issues at LSC meetings. <br />12. How does nublic input fig,ure into the search rocess? <br />The process has been designed and conducted to maximize public <br />access to and input to the efforts of the Search Committee.
