7 <br />We have no basis for making firm projections of waste reduction. <br />Our most recent projections for the life of the current landfill <br />include the reduced rate of growth of the waste stream in Orange <br />County over the past three years. We have not assumed additional <br />waste reduction. <br />It is difficult to forecast population and economic growth and <br />waste reduction with much accuracy. Our general goal has been to <br />find a site with at least 20 -30 years' life and to try to extend <br />that life through waste reduction and recycling for as many years <br />as possible. <br />The original goal of the landfill search was to find a site with <br />300 -500 total acres. This size was based upon current rates of <br />waste prcJ'- zt_ion and assured average values (as calculated by the <br />engineering consultants for landfills generally) for the variables <br />discussed in #5, above. <br />7. Why are 1600 acres needed if we need onl 1 4 acres er ear? <br />One site under consideration (OC -11) as shown on the site maps <br />contains a total of 1643 acres. This total acreage refers to all <br />of the property contained in all of the parcels which comprise the <br />Potential landfill site. The area which is under consideration for <br />a landfill comprises a total area of about 1100 acres, of which <br />350 -450 would contain a possible fill area. The actual potential <br />useable acreage would be better determined after the on -site <br />investigation by the consulting engineers and geologists. The site <br />is listed as having 1643 acres since that represents the total <br />acreage of all tracts, and possible division of individual tracts <br />of land would be a point of negotiation for acquisition, and is not <br />really within the purview of the consultants or the Search <br />Committee. It is probable that if the selected site has <br />substantially more acreage than is needed for the landfill itself, <br />that we would recommend to the governing bodies that we attempt to <br />acquire less acreage than that making up the entire tract. <br />In addition, the four sites which are being actively considered by <br />the Search Committee were chosen by the Committee through a process <br />of elimination from the original list of 16 sites. Those 16 sites <br />ranged in size from about 250 acres to about 1800 acres. As the <br />Committee reduced the list of sites under active consideration, <br />they cited the size of the eventual potential fill area as a <br />criterion for setting aside smaller sites. <br />When the consultants refined the maps of the sites, they began with <br />the roughly defined potential areas on topographic maps and then <br />identified actual tax map boundaries of actual parcels which <br />comprised the potential sites. The originally drawn boundaries of <br />site areas in some cases did not include the entire boundaries of <br />a tract of land. The entire tracts are shown on the current site <br />maps, and are included in the acreage calculated for each site. <br />
