The questions are listed by point of origin, as <br />provided by the Managers, except for Chapel Hill, where questions <br />which came up during the Council's discussions are similar to those <br />asked by the Carrboro and Orange County Boards. Answers were <br />prepared by staff and the consultants. The consultants direct <br />responses to some questions are so identified. Where there was <br />duplication of questions, the first appropriate answer is <br />referenced. <br />
