s.. <br />2 s <br />Prepared by <br />Landfill Owners' Group <br />June 25, 1992 <br />This report attempts to answer questions recently posed by the <br />three elected boards which own the Orange County Landfill <br />concerning the search for a site for a new landfill. In addition, <br />a review of the search process is included. <br />Search Process <br />In October, 1989, the Landfill Owners' Group presented to the <br />governing bodies a recommendation for a process to follow to search <br />for a new site for the next landfill. The process was designed to <br />provide public participation in the search and to provide sound <br />technical recommendations. <br />The first step in the search process was the selection of the <br />volunteer Landfill Search Committee. Volunteers were solicited <br />from throughout the county, and .13 members were selected, <br />including: one from each of the seven townships in the county, one <br />selected by each of the three local governments, and three at- <br />large. The township and at -large representatives were selected by <br />the Owners' Group. Concurrently, the Owners' Group selected an <br />engineering consultant. The consultant was selected after a <br />lengthy national solicitation. The successful proposing firm was <br />Joyce Engineering, with offices in West Virginia, Virginia, and <br />Greensboro. They are working in conjunction with Bain, Palmer and <br />Associates, geologists with offices in Greensboro and Hillsborough. <br />The search process began in April, 1990. The process is designed <br />to proceed from general to specific levels of information <br />concerning prospective areas and then sites. The entire county was <br />initially screened on the basis of particular selection criteria to <br />identify areas which could potentially host a landfill. These <br />areas were then scrutinized on the basis of ranking criteria to <br />determine their relative suitability for use as a landfill. <br />The next step after ranking was identification of additional <br />information to be reviewed and to be applied to a smaller number of <br />sites.. After this review, the number of sites was further reduced, <br />to four. These remaining candidate sites are to be closely <br />examined, including on -site reviews and drilling to produce <br />geohydrological information and preliminary designs. <br />The next step will be the sorting of this information and <br />recommendation by the Committee to the Landfill Owners' Group of <br />one or two sites. The Owners' Group will then recommend a site to <br />the three governing bodies. <br />
