This award is the highest <br />form of recognition in governmental budgeting. This year marks the <br />second consecutive year that the Budget staff - Budget Director Sally <br />Kost, Budget &.Management Analyst Donna Hamlet, and Budget Technician <br />Teresa Pope have published a budget document that meets GFOA criteria <br />as a policy document, as an operations guide, as a financial plan and <br />as a communication device. <br />RECOMMENDATION(S): The Manager recommends that the Board recognize the <br />achievement of the Orange County Budget office and present the GFOA <br />plaque to the Budget staff. <br />
