An additional $1.0 million is available for use in State Fiscal Year <br />1991 -92. The MCH Block Grant expenditure plan for FY 1991 -92 calls for <br />distribution of any new funds to local health departments for infant mortality <br />reduction activities. To ensure health departments have the flexibility to use <br />these funds to meet local service needs, we will distribute them tbrough the <br />Healthy Mothers/ Healthy Children Block Grant mechanism. Examples of ways in <br />which these funds can be used include but are not limited to evaluation and <br />treatment of patients with abnormal pap smears, contraceptive supplies <br />(Norplant, condoms, IUDs, etc.), sterilizations, clinician fees, clinical and <br />educational supplies and materials, equipment (clinical, office, and data <br />processing), and new positions. Agencies that elect to establish new positions <br />are cautioned that we are scheduled to lose approximately $1.0 million in Low <br />inccmie Energy Assistance Block Grant transfers in FY 1993 -94. We intend to <br />request increased state funds to replace them, but cannot guarantee their <br />appropriation. <br />Each county's FY 1991 -92 supplemental allocation includes a mini� base amount <br />of $3,600. Additional amounts are ba-�i upon the MCH equity formula. In FY <br />1992 -93, each county's supplemental allocation will include a maxim= base <br />amount of $2,575. Additional amounts will be allocated through the MCH equity <br />formula. The MCH Liaison and Executive C=mittees of the Association of Local <br />Health Directors endorsed this allocation strategy. 'There was consensus that a <br />larger base allocation this fiscal year will help ensure utilization of the <br />funds. A smaller base allocation was agreed upon for FY 1992 -93 because of the <br />desire to move more quickly taward. funding parity. <br />In addition to the increasers federal appropriation, we are distributing <br />$250,000 in one -time MCH Block Grant funs to local health departments. At the <br />request of the Association of Kcal Health Directors, we used total population <br />as the basis for determining each county's allocation.
