I
ORANGE COUNTY
BOARD OF COMMISSIONERS
ACTION AGENDA ITEM ABSTRACT
Meeting Date: June 29, 1991
Action Agenda
Item No. =--tb
SUBJECT: Resubmission of Opportunities for Families (OFF)
proposal
DEPARTMENT: County_ ^ - -- Manager PUBLIC -HEARING: No_ k
ATTACHMENT(S): No INFORMATION CONTACT: --
Albert Kittrell, ext 2307
TELEPHONE NUMBER:
Hillsborough - 732 -8181
Chapel Hill - 968 -4501
Mebane - 227 -2031
Durham _ 688 -7331
PURPOSE: To consider submission of the - Opportunities -for - -
Families Fund (OFF) proposal to various foundations for funding.
BACKGROUND: The County's OFF grant was not funded last year,
although the Z. Smith Reynolds Foundation cited several
"compelling" strengths. Since that time, a group of people,
comprising Albert Kittrell, Assistant County Manager; Marti
Pryor -Cook, DSS Director; Lucy Lewis, Interim Director,
Commission for Women; Jan Schopler, County HSAC; Frank Loda,
Center for Early Adolescence; and John Hughes, Adolescents In
Need, has continued to explore alternative funding sources. The
group has identified two new potential funders at this point, the
W.K. Kellogg Foundation and the Charles Stewart Mott Foundation,
and has been encouraged to resubmit the grant by the Z. Smith
Reynolds Foundation. Tentative plans are to submit proposals to
the Kellogg and Mott Foundations by July 1, and to resubmit the
proposal to the Reynolds Foundation by August 1, 1992.
The program objectives remain the same:
(1) Increase the motivation and capacity of males to contribute
financially and emotionally to their families;
(2) Involve young males in the development of programs which
assist them:
(3)) Increase the coordination of education and employment
services so that young males can become economically competitive:
(4) Increase the effectiveness of services through interagency
collaboration and structural changes in service delivery: and,
(5) Strengthen broad community participation in the lives of
young males.
RECOMMENDATION: The Manager recommends that the Board approve
efforts of County staff t.o submit the OFF proposal to various
foundations for funding, and authorize the Chair to sign these
proposals.
