BACKGROUND: The Employee Assistance Program Contract was initially approved by the Board of Commissioners in February 1990. The attached contract amendment proposes a continuation of the current contract. The contract amendment provides for a reduction in cost from $1.65 per employee per month to $1.63 per employee per month. The level and type of employee assistance program services will remain the same except that a statistical report on client activity will be provided to Orange County on an annual basis rather than on a quarterly basis. Human Affairs International's local office in Raleigh will continue to provide client activity reports by telephone as often as requested. The Employee Assistance Program (EAP) has offices in Chapel Hill, Durham and Raleigh. The EAP provides Orange County employees and their families with confidential face to face assessment and counseling services; 24 hour a day emergency service; referral to community resources as needed; coverage for any personal problem and follow -up on all cases. Orange County employees and dependents have used the Employee Assistance program at an increasing rate each year. During the initial contract period from February 6, 1990 through June 30, 1990 four employees used the counseling service. During fiscal year 1990 -91, 19 employees accessed the Employee Assistance 1
