4 <br />CURRENT ARTICLE V, SECTION 7 OF THE PERSON <br />ORDINANCE <br />7.0 MERIT INCREASE - ESTABLISFMEA`T AND DISTRIBUTION <br />..Funds, shall be recommended by the County Manager and <br />approved by the Board of Comrzissioners annually for the <br />purpose of providing salary increases to employees in <br />recognition of above standard or improved performance. The <br />funding level of the Merit Pav Program will be decided <br />annually and shall be in accordance with one of the <br />following options: <br />I. Full Merit Pay Program - ail employees that have been <br />granted permanent status shall be eligible for merit <br />pav consideration. Salary adjustments shall be awarded <br />on the employee's anniversary date. Full Merit Pay <br />Program shall be budgeted at six (6) percent of <br />payroll. . <br />2. Modified Merit Pay program - All employees that have <br />been Granted termanent status shall be elicible for <br />Merit pay consideration. Salary adjustments shall be <br />awarded on the employee's anniversary date. Modified <br />Merit Pay Program shall be budgeted at four (4) percent <br />of payroll. <br />3. Modified Merit Pay Plan - All employees that have <br />been granted permanent status shall be eligible for <br />merit pay consideration. Salary adjustments shall be <br />awarded quarterly. Modified Merit Pay Program shall <br />be budgeted a. three percent o. payrall. <br />The County shall maintain an active Emplovee Performance <br />Evaluation Program and all merit increases awarded will be in <br />accordance with this program.• The department head shall review <br />all performance evaluations and recommend to the County Manager <br />the employees to receive the merit increase. The performance <br />evaluation s) shall accompan- ,`the recommendation and be made a <br />part of the employee's pe:_ "nel file . An employee whose <br />performance is rated at Highly Effective will receive a 5 percent <br />merit increase. An Emolovee whose performance is rated at <br />compete:- will receive a two and one -half percent merit increase. <br />Employees whose performance is rated as Below Competent or <br />Unsatisfactory will not receive a merit increase. The County <br />Manager, upon written recommendation of the department head with <br />the immediate supervisor's documentation, may approve an <br />"Outstanding Performance Award" to the emplovee whose performance <br />is rated to be beyond Highly Effective. This award will be for <br />an additional two and one -half percent above the Fichly Effective <br />merit increase and presented as a lump sum. it will not be added <br />to the emplovee's base pay and therefore will not advance the <br />employee to a hichey step on the pay plan. <br />
