2 <br />A- lead entity must also be designated for local program <br />administration. (The administration required is very <br />similar to management of Community Development programs.) <br />The lead entity would also be responsible for submitting <br />applications to the State for funding. The staff working <br />group has suggested that Orange County serve as lead entity <br />because of its experience in the Small Cities Community <br />Development Block Grant Program. County housing staff is <br />willing to accept this responsibility and will absorb any <br />costs associated with program administration into the <br />Housing /Community Development Department's existing budget. <br />In order to proceed with this program, all elected bodies <br />in the County must approve the HOME Agreement and a <br />Resolution authorizing the Manager to sign the Agreement. <br />This Agreement is binding for approximately five years and <br />must contain other provisions which are outlined in the <br />"Key Elements of a HOME Investment Partnership Program <br />Consortium Agreement" included with this abstract. <br />Carrboro officials will discuss this document during their <br />June meeting. Chapel Hill and Hillsborough will consider <br />the matter at their July meeting. Action is required from <br />all localities by early July in order to meet the State <br />application deadline. <br />Additionally, the staff working group has developed a <br />proposed program design for expenditure of HOME funds <br />during this funding round. The proposed program is <br />attached. All consortium member governments must approve <br />this program proposal. Upon approval, the activities <br />outlined in the plan will be included in our application <br />for HOME funding from the State. <br />RECOMMENDATION(S): <br />The Manager recommends: 1) approval of the HOME Consortium <br />Agreement with the accompanying Resolution; and 2) approval <br />of the HOME Program Design. <br />
