It <br />15 <br />work should be done before Planning Staff is <br />allowed to make such a recommendation. <br />Cantrell indicated she understood Mr. Kelly's <br />concern but that the Board could only deal with <br />the information at hand and not this new issue. <br />Questions were asked about the location of the <br />road and Mr. Kelly responded the road was located <br />as requested by NCDOT for what they felt were <br />reasons of safety. <br />Steve Yuhasz, surveyor, stated that the three <br />lots on the cul -de -sac on the Concept Plan had <br />been eliminated in favor of lots further to the <br />southeast shown on the preliminary. <br />Eidenier stated that the problem seems to be <br />that the Board is not looking at the same map <br />that was in the Concept Plan presentation. <br />Burklin asked for clarification of Cameron's <br />review of the plan with the Fire Marshall. <br />Cameron responded that Mr. Tapp had viewed the <br />plan and roads to serve the entire subdivision <br />(69 lots). Cameron continued that initally, <br />staff wanted to find out if there was a way to <br />reserve an emergency access only. The twenty <br />feet unobstructed access required would require <br />maintenance. Thus, the best recommendation that <br />could be arrived at was extension of the road. <br />Eidenier asked if this applicant had been asked <br />about providing an area for recycling and Cameron <br />responded that she was not aware of that <br />discussion at the time this plan was submitted. <br />Burklin asked if the fire departments had <br />suggested alternatives such as larger turnaround <br />a =eas. Cameron noted that Staff had tried to <br />provide other alternatives but were unsuccessful. <br />Jobsis asked if another entrance was discussed at <br />the Concept Plan stage. Cameron responded that <br />the Staff was aware of the applicant's plans for <br />adjacent property, and did not suggest using <br />adjacent property for a second entrance. Cameron <br />indicated on the Concept Plan where a stubout <br />will be required in Section Two to also improve <br />access. <br />Gray asked if NCDOT's recommendation had changed <br />regarding the location of the entrance. Cameron <br />responded that DOT had been asked to evaluate <br />each proposed entrance, not to recommend only one <br />
