A copy <br />of the Resolution is an attachment to these <br />minutes on pages <br />Burklin asked if the possiblity of 69 lots rather <br />than 26 is the reason for the request for two <br />entrances and if the right -of -way could be <br />reserved than cutting on through the subdivision. <br />Cameron responded that the total number of lots <br />made the second entrance necessary. She added <br />that Staff had asked the Fire Marshall about <br />having an easement reserved for emergency access <br />only, but due to construction standards, <br />maintenance and security questions, a public <br />entrance was recommended. <br />Cantrell asked if the Fire Marshall's concern was <br />with the 26 original lots or the possibility of <br />69 lots and the entire tract. Cameron responded <br />that his concern was with the whole subdivision. <br />Gray stated that he felt one concern of the Fire <br />Marshall was the possible distance to be traveled <br />around if there was only one entrance. <br />Steve Kelly, developer, asked what is meant by <br />emergency vechicles. The Board responded that <br />the primary concern is fire fighting equipment. <br />Eidenier stated'that, particularly in rural <br />areas, the fire department prefers more than one <br />entrance when a subdivision road ends in a cul- <br />de -sac. Water trucks need to be able to get in <br />quickly and have sufficient turn -- around space and <br />the ability to park on both sides of a road. Mr. <br />Kelly continued that he had talked with the Fire <br />Marshall and that they had not talked with the <br />Planning Staff regarding changes to development <br />in the County that would address those issues. <br />He noted that they indicated to him that they <br />were unconcerned with the number of entrances as <br />long as all the roads were named and had the <br />proper signage. He noted also that the desire of <br />the Fire Marshall for all subdivisions in Orange <br />County is to have a loop road that would serve <br />an entire community. Such a road in this <br />subdivision would serve only the 26 lots and not <br />the possible development of the remaining 43 <br />lots. He noted that discussions with firemen had <br />indicated they did not expect every subdivision <br />to have loop roads, backing up fire trucks is <br />done all the time. Mr. Kelly indicated he felt <br />this was a new requirement that the Planning <br />Staff is asking for primarily because of the <br />problems with the recent fire at Flint Ridge <br />Apartments.
