13 <br />property in the Protected Watershed portion of <br />the Upper Eno Watershed. <br />The Land Use Plan designations are Rural <br />Residential and Water Supply Watershed. Adjacent <br />land use is residential. The most recent (1967) <br />traffic count information for this portion of <br />Davis Road is 100 trips per day. <br />The total acreage of Section One is approximately <br />36 acres. Twenty -sixty (26) new residential lots <br />are proposed which average 1.23 acres in size. <br />All lots will be served by new public roads, <br />individual wells, and individual septic tanks. <br />Because the subdivision may contain as many as 69 <br />lots and is proposed to have only one entrance <br />on Davis Road, the Planning Staff recommends that <br />New Hope Springs Drive be extended on the <br />northern end to provide a second entrance on <br />Davis Road in the vicinity of lots 9 and 10. <br />The Preliminary Plan varies from the Concept Plan <br />"in that the Concept Plan had one entrance <br />proposed where the second entrance will be <br />required on the Preliminary. The Concept Plan, <br />however, did not include the area shown on the <br />Preliminary as lots 1,2, and 26 where the <br />applicant now proposes a single entrance at Hope <br />Valley Drive. <br />The Planning Staff consulted with Fire Marshal <br />and the Director of Emergency Management as well <br />as the Department of Transportation to determine <br />that a second entrance would be needed and to <br />identify any problems with sight distance at <br />Davis Road. With the second entrance at New Hope <br />Springs Drive, a right turn taper will be <br />required in addition to some clearing of low <br />vegetation on lot 2A east of lot 9. A left turn <br />lane is necessary for a safe entrance at Hope <br />valley Drive. <br />Other agency review comments were solicited and <br />are on file in the Planning Department. <br />The Concept Plan was reviewed by the Planning <br />Board on September 16, 1991. Conditions included <br />in the Concept Plan review have been addressed. <br />The Planning Staff recommends approval of the <br />Preliminary Plan for New Hope Springs - South, <br />Section One, with public roads built to State <br />standards, and subject to the conditions <br />
