12 <br />problem. Also, there was a recommendation that <br />the rights -of -way for Davis Road and Old Chapel <br />Hill - Hillsborough Road be dedicated. This <br />requirement has been added on the preliminary <br />plan and in the Resolution of Approval. <br />The Concept Plan was reviewed by the Planning <br />Board on February 17, 1991. At that time, the <br />Planning Board approved the Concept Plan with a <br />Class B private road. <br />The Planning -Staff recommends approval of the <br />Preliminary Plan for White Oak Subdivision with a <br />Class B private road based on the findings <br />contained in Section IV- B -3 -d -1 of the <br />Subdivision Regulations and subject to the <br />conditions contained in the Resolution of <br />Approval. A copy of the Resolution is an <br />attachment to these minutes on pages <br />Burklin asked if a drainfield could be purchased <br />from an adjoining lot at some point in time. <br />Kirk responded that an easement could be obtained <br />from an adjoining lot if there was a suitable <br />area for septic field. Mr. Davis, the applicant, <br />indicated that the adjoining property is owned by <br />a church who may be interested in purchasing that <br />lot for a parsonage. If that occurs, then the <br />drain field would be on the church property. <br />Burklin asked about the concern of the County <br />Engineer that the road could possibly become a <br />shortcut. Gray noted that concern was addressed <br />on the Concept Plan and it was felt that would <br />not be the case. Mr. Davis indicated that he had <br />been monitoring the road and it appears that <br />people are unaware of the location of the road. <br />Thus, he felt there would not be any problem with <br />the road being used as a shortcut. <br />MOTION: Burklin moved approval as recommended by the <br />Planning Staff.
