2 <br />The Preliminary Plan varies from the Concept Plan in <br />that the Concept Plan had one entrance proposed where <br />the second entrance will be required on the <br />Preliminary. The Concept Plan, however, did not <br />include the area shown on the Preliminary as lots 1,2, <br />and 26 where the applicant now proposes a single <br />entrance at Hope Valley Drive. <br />The Planning Staff consulted with Fire Marshal and the <br />Director of Emergency Management as well as the <br />Department of Transportation to determine that a <br />second entrance would be needed and to identify any <br />problems with sight distance at Davis Road. With the <br />second entrance at New Hope Springs Drive, a right <br />turn taper will be required in addition to some <br />clearing of low vegetation on lot 2A east of lot 9. A <br />left turn lane is necessary for a safe entrance at <br />Hope Valley Drive. <br />other agency review comments were solicited and are on <br />file in the Planning Department. <br />The Preliminary Plan was reviewed by the Planning <br />Board on May 18, 1992. The Planning Board recommended <br />approval with the extension of New Hope Springs Drive <br />as a second entrance subject to the conditions <br />contained in the Resolution of Approval. <br />Following the Planning Board meeting, the Planning <br />Staff investigated alternatives for locating a second <br />access for the proposed subdivision. Providing such an <br />access is dependent upon development of adjacent <br />properties. <br />As shown on the map included in the attachments, an <br />alternative second access could only be provided via <br />existing private roads serving adjacent residential <br />development. Upgrading of those roads and acquisition <br />of additional right -of -way would, in all probability, <br />cost more than providing a connection between New Hope <br />Springs Drive and Davis Road. <br />Ultimately, New Hope Springs - South has the potential <br />to include 69 lots. Based on the limited access to the <br />subdivision, the Planning Staff feels that a second <br />entrance on Davis Road or other public road should <br />be provided. <br />A second entrance does not have to be constructed as <br />part of Section one, but the right -of -way for the <br />extension of New Hope Springs Road to connect with <br />Davis Road should be dedicated to the County as part <br />of the Final Plat approval.
