3 <br />Commissioner Willhoit suggested that instead of providing a full <br />benefit package which would include contributing to the State Retirement <br />system, that the County provide a set amount of money that this employee <br />could use to pay for medical insurance. <br />John Link explained that the revenues will more than cover the <br />salary and benefits of this position and he expects that to continue. <br />Commissioner Insko expressed her desire that this person be <br />allowed to contribute to the State Retirement system. She would like that <br />there not be any further temporary positions created. <br />In answer to a question from Commissioner Halkiotis, John Link <br />indicated that the County is going to improve its tracking system on each <br />position so it can be shown what revenues are received for each position. <br />The State has made a shift from providing grants to providing payment for <br />services. <br />Commissioner Gordon stated that this position should not be made <br />permanent until the county considered the status of current temporary <br />employees and the policy issues surrounding temporary positions. <br />Commissioner Willhoit noted that this is a service that is needed <br />and the Board should handle it now instead of in the budget deliberations <br />because it is a self- supporting position. <br />Motion was made by Commissioner Willhoit, seconded by Commissioner <br />Insko to convert the temporary Maternity Care Coordination position to a <br />permanent, time -- limited position through June 30, 1993. The continuation of <br />this position for FY 93 -94 would depend on the medicaid revenue generated by <br />the position and the caseload demand experience. <br />VOTE: AYES, 3; NOES, 2 (Commissioners Gordon and Halkiotis) <br />E. WHITE OAR SUBDIVISION - PRELIMINARY PLAN <br />The property is located on the south side of Davis Road and the <br />west side of Old Chapel Hill - Hillsborough Road in Chapel Hill Township. The <br />property is zoned Rural Residential (R -1) . The Land Use Element of the <br />Comprehensive Plan designates the area as Rural Residential. Nine lots are <br />proposed out of 28.85 acres. The average lot size is 3.2 acres. A Class B <br />private road, White Oak Drive, is proposed to serve eight (8) of the nine (9) <br />lots. <br />Motion was made by Commissioner Halkiotis, seconded by <br />Commissioner Willhoit to approve the Preliminary Plan for White Oak <br />Subdivision with a Class B private road based on the findings contained in <br />Section IV- B -3 -d -1 of the Subdivision Regulations and subject to the <br />conditions contained in the Resolution of Approval. <br />VOTE: UNANIMOUS <br />IV.
