The Chapel Hill Herald <br />April 24, 1991 <br />Y'92 date eyed for start <br />of Chapel Hill North <br />By LAURA CRENSHAW <br />The chapel Hill Herald <br />CHAPEL HILL — The devel- <br />oper of Chapel Hill North on <br />Tuesday said he hopes to break <br />ground on the project during <br />the first half of 1992. <br />Ron Strom also said he's not <br />sure whether he'll contest the <br />town council's vote to restrict a <br />planned gas. station's hours <br />from 6 a.m. to 11 p.m. <br />"I'm relieved to have the per- <br />mit," said Strom, managing <br />partner of Chapel Hill North <br />Limited Partnership. "I'm re- <br />lieved the process is over. But <br />it's not a process I would care <br />to repeat." <br />Residents of the Northwood <br />neighborhood near the pro- <br />Posed 40 -acre development off <br />N.C. 86, meanwhile, expressed <br />disappointment after Monday's <br />vote that the council didn't go <br />far enough. <br />Residents have expressed con- <br />cern that underground gasoline <br />storage tanks could leak, con- <br />taminating Northwood's two <br />neighborhood wells. They also <br />have criticized Chapel Hill <br />North's projected impact on <br />traffic ant noise. <br />The ta..Jn council voted 5 -3 <br />Monday night to approve a spe- <br />cial -use permit for Chapel Hill <br />North, but added the gas - station <br />hour limitations despite objec- <br />tions from both Town Manager <br />Cal Horton and Town Attorney <br />Ralph Karpinos. They cautioned <br />against limiting one gas sta- <br />tion's hours when others in <br />town are open all fight. <br />"I'm not sure it's appropriate I <br />to put it anywhere," Karpinos <br />said when asked about the re- <br />striction. <br />Later, Karpinos told council <br />members to state as many rea- <br />sons as possible for limiting the <br />hours. "We can use that as part <br />of the evidence to defend it if <br />we need to," he said. <br />Strom said Tuesday he's not <br />sure whether he'll contest the <br />limits on the gasoline station <br />hours. <br />"It certainly puts us at a com- <br />petitive disadvantage for find- <br />ing an operator," he said. "We <br />certainly were disappointed to <br />see yet another condition <br />placed upon us. But I don't even <br />want to co Timent on what rem- <br />edies mighe be available." t, <br />
