3 <br />M E M O R A N D U M <br />TO: Kathy Baker <br />FROM: Jean Bolduc, it - Orange County Human Relations Commission <br />DATE: May 11, 1992 <br />SUBJECT: Telephone Support for HRC <br />I am writing to confirm our earlier discussion regarding the HRC's <br />outreach project, to be initiated later on this year. I am <br />requesting that you provide- telephone support for the Human <br />Relations Commission on an indefinite basis for the purpose of <br />passing messages from citizens to appropriate board members for <br />response. That is, we will publicize through brochures and Public <br />Service Announcements, that to contact the Orange County Human <br />Relations Commission, citizens should call: 968 -4501 ext. 2125. At <br />that point, you can determine the nature of the inquiry <br />(employment, housing,'etc.) and contact the appropriate board <br />member for response. <br />I anticipate the HRC will offering these services: <br />1) Information on discrimination and referral to agencies of <br />oversight. Information will be mostly in the form of <br />brochures developed from state HRC materials. <br />2) A speaker's bureau, providing board members to be <br />available to speak to schools, clubs, churches and <br />community groups on topics relating to the commission's <br />work. <br />3) Accept hate crime reports for referral to state HRC. The <br />Orange County HRC signed a memorandum of understanding to <br />do this some time ago. <br />4) The commission will keep track of these inquiries and <br />report the activity to the board of commissioners. This <br />will be 'our major resource for monitoring the "state of <br />human relations" in the county; a substantial feature of <br />the board's mandate. <br />Kathy, I would very much prefer that this be done by publicizing <br />your phone number. Having a live human being who can exercise <br />judgement and discretion will make an important difference in how <br />the public views this effort. If, however, the burden on your time <br />will be too great, I feel confident that we can make a voice mail <br />system workable and achieve much the same end. I have used such a <br />system in administrating the AIDS Service Agency, and it has work <br />out well. The annual cost is $240.00. Please let me know by the <br />June meeting what the county's decision is. <br />cc: Board membership <br />
