04
ORANGE COUNTY
BOARD OF COMMISSIONERS
Action Agenda
- F
ACTION AGENDA ITEM ABSTRACT Item No
Meeting Date: June 1, 1992
SUBJECT: Selection Process for Bond Counsel
DEPARTMENT Finance
ATTACHMENT(S)
Evaluation Criteria
List of Selected Bond Counsels
PUBLIC HEARING YES NO X
INFORMATION CONTACT
Ken Chavious, ext 2450
TELEPHONE NUMBER
Hillsborough 732 -8181
Chapel Hill 968 -4501
Mebane 227 -2031
Durham 688 -7331
PURPOSE: To approve a process for selecting bond counsel for the
November 1992 school bond referendum.
BACKGROUND: During the 1988 bond referendum, and subsequent bond
sales, Orange County retained the services of Brown & Wood, with
principal Gundars Aperans, as the County's bond counsel. In view of
the upcoming school bond referendum, the Board needs to select bond
counsel to prepare for the referendum.
The Board may decide to appoint Brown & Wood again, based on the
excellent service received in the past. Alternatively, the Board may
want to appoint an informal selection panel to review the
qualifications of other firms as well, to include North Carolina bond
counsels. Suggested composition of such a panel would include at
least one County Commissioner, the County Manager, County Attorney,
and the Finance Director. If the Board chooses the second option, it
would be desirable for the committee to solicit letters of interest in
early June, review qualifications in mid -June, and make a
recommendation to the Board for appointment of bond counsel at the
June 29 meeting.
RECOMMENDATION(S): As the Board decides.
