Paul Norby, Planning Direc&ensu <br />SUBJECT: Additional Compensation for lta nt for Preparation of the New <br />Hope Creek Corridor Master Plan <br />In November 1989, the New Hope Advisory Committee appointed by the City of <br />Durham, Durham County, Town of Chapel Hill, and Orange County, began work on <br />the New Hope Creek Corridor Master Plan. An anticipated 12 week timetable turned <br />into an 18 month period as the Committee worked carefully to develop, revise, and <br />receive public input into the Plan. The greatly extended time frame and a somewhat <br />expanded geographic scope for the study clearly placed upon the consultant heavy <br />time demands for working with the Committee. <br />With knowledge that his continued work on the project was at risk for receiving <br />additional funding, the Consultant chose to continue his work with the Committee and <br />submitted a request in May, 1990, for additional payment for a considerable amount <br />of work which had already been completed. He submitted information documenting <br />the time and efforts he had spent on the project beyond the scope and funding of the <br />original contract. Again in March, 1991, the consultant submitted requests for <br />additional compensation for work related to the contract. <br />The Advisory Committee acknowledges that the consultant was expected to spend <br />more time than originally anticipated in carrying out services to accommodate the <br />extended planning process and enlarged geographic area. The Committee believes <br />these services were necessary to the development of a -well- considered plan and for <br />the public process which they facilitated. (Letter attached, from Pearson Stewart, <br />May 20, 1991) The Committee supports the additional Consultant payment of <br />$10,550, each jurisdiction paying $2,637.50. <br />The Durham - Chapel Hill Study Group discussed this matter at their meeting on June <br />4, 1991. They asked that staff bring the matter to each of the elected bodies. <br />
