The preparation of the plan was originally proposed by the four jurisdictions to be a project of a few months duration. It actually required about a year and a half for completion. The longer rather than the shorter duration was caused by three principal factors - the basic complexity of the corridor, the desire of the Advisory Committee to consider thoroughly all reasonable aspects of the study and the objective of the Committee to give thorough opport -dmity for .input from interested citizens and groups. Coulter Associates was aware that the work time provided for in the contract for services was exhausted at a point well before the completion of the study and called this to the attention of the Committee and the administrative agency. However, Coulter Associates continued to provide consultant services in accordance wits the needs of the study as they developed., rather than being limited to an arbitrary amount. The Advisory Committee is very grateful to Coulter Associates for the skilled professional help and for the very generous and loyal cOMMitment .to the study thst it provided. The study would not be its present excelle::t quality without that commitment. As Chairman of the Advisory Committee I fully support the reouest for Additional Compensation..
