V <br />THE NEW HOPE CORR7BOR ADXIISO Y. ors. -_ ITl'EE \\ <br />5 \ <br />may 20, 1991 <br />0 <br />To: The County Board Chairmen of Durham and orange Counties <br />The Mayors of Chapel Hill and Durham <br />The Members of the Governing Boards of Chapel Hill, <br />Durham, Durham County Orange <br />ew Y.ope "orridor <br />From: Pearson Stewe.CQ�i�teem <br />Advisory, <br />Subject: Additional Compensation for Coulter Associates <br />Coulter Associates was the consultant in the preparation* <br />of the New Hope Corridor Open Space rlaster Flan report. <br />The preparation of the plan was originally proposed by the <br />four jurisdictions to be a project of a few months duration. <br />It actually required about a year and a half for completion. <br />The longer rather than the shorter duration was caused by <br />three principal factors - the basic complexity of the corridor, <br />the desire of the Advisory Committee to consider thoroughly <br />all reasonable aspects of the study and the objective of <br />the Committee to give thorough opport -dmity for .input from <br />interested citizens and groups. <br />Coulter Associates was aware that the work time provided for <br />in the contract for services was exhausted at a point well <br />before the completion of the study and called this to the <br />attention of the Committee and the administrative agency. <br />However, Coulter Associates continued to provide consultant <br />services in accordance wits the needs of the study as they <br />developed., rather than being limited to an arbitrary amount. <br />The Advisory Committee is very grateful to Coulter Associates <br />for the skilled professional help and for the very generous <br />and loyal cOMMitment .to the study thst it provided. The <br />study would not be its present excelle::t quality without <br />that commitment. <br />As Chairman of the Advisory Committee I fully support the <br />reouest for Additional Compensation.. <br />
