BACKGROUND: In November 1989, the governing boards of Orange County, Chapel Hill, Durham, and Durham County contracted with Coulter Associates, Landscape Architects & Land Planners, to prepare a master plan for the New Hope Creek corridor..When the contract was prepared, work was projected for completion in three months. Eighteen months were spent on preparation of the Master Plan, which was presented to the elected officials of the four jurisdictions on April 30, 1991. The process of working with the New Hope Corridor Advisory Committee to draft, receive public input, and revise the Master Plan took longer than the consultant had anticipated. However, he chose to continue work on the project and submitted a request for additional compensation in May, 1990. Similar requests were submitted to the Durham City- County Planning D rtment in March of 1991. epa The cost of work described in the contract signed by the four jurisdictions was $20,000. The total payment was shared equally at $5000 each.
