specific standards and required regulations concerning <br />the modification. <br />Provided the Planning Board and County Commissioners <br />find in the affirmative on the general standards, the <br />Zoning Officer recommends approval of the request <br />for modification to the Special Use Permit for <br />Carolina Friends School subject to the following <br />conditions added to those placed on the Special Use <br />Permit in 1990: <br />1. Prior to issuance of a building permit for the <br />Resource Center, submit final grading /erosion <br />control plans and storm drainage calculations <br />for review and approval by Orange County Erosion <br />Control; <br />2. Revise the site plan to: <br />a. Remove parallel parking along the east <br />side of the driveway between the basket- <br />ball court and the creek. All proposed <br />parking must be at least 75 feet from the <br />lot boundaries; <br />b. Indicate clearing limits and tree <br />protection fencing for the expansion of <br />the Upper School access, parking and the <br />Resource Center. Provide a detail of the <br />method of tree protection and add a note <br />which states that no storage of <br />construction materials or vehicles is to <br />occur beyond the clearing limits; and <br />c. Show the boundaries- of lot 7.6..2. <br />No decision on the application is made by either the <br />Planning Board or the Board of Commissioners at the <br />public hearing. Instead, the Planning Board has 60 <br />days within which to prepare and submit a recommenda- <br />tion to the Board of Commissioners. Failure of the <br />Planning Board to submit a recommendation within the <br />required time shall be considered a favorable <br />recommendation, without conditions. <br />Administration Recommendation <br />The Administration recommends that the application be <br />referred to the Planning Board for a recommendation to <br />be returned to the Board of Commissioners no sooner <br />than August 3, 1992. <br />
