Box 429' <br />(919) 732 -2104 <br />WHEREAS: The Orange.County Board of Commissioners and the Boards of <br />Education from the two school systems have reached an agree- <br />ment on a $55 million dollar proposal for school capital <br />improvements, and <br />WHEREAS: $52 million dollars would be funded through bonds and $3 million <br />would come from school impact fees generated during the next six <br />years through the construction of new housing, and <br />WHEREAS: the Orange County Board of Commissioners must decide at what <br />level impact fees should be set, and therefore have approached <br />the Hillsborough Town Board for its view regarding the proposed <br />fee, and <br />WHEREAS: the impact fees have been discussed at Town Board meetings on <br />three different occasions and the Town Board's position is as <br />follows: <br />1. The impact fee is regressive in nature, levied with <br />no regard to ability to pay. <br />2. Orange County has for years suffered from the lack <br />of affordable housing and this fee adds other local <br />legislation cost to the construction of a new house. <br />3. Mobile home purchasers would be required to pay the <br />second highest fee after single family dwellings. <br />The fee would make mobile home affordability less <br />appealing. <br />4. The methodology used in calculating the fees is <br />confusing and too complex for the general public to <br />understand. <br />NOW, THEREFORE, the Hillsborough Town Board voted in official session on <br />Monday, May 11, 1992 to oppose the proposed impact fees as <br />presented to the Hillsborough Town Board. <br />Duly adopted this the 11th day of May, 1992. <br />
