L• <br />NOTICE OF PUBLIC HEARING ON <br />A PROPOSED SYSTEM OF SCHOOL IMPACT FEES AND PROPOSED <br />AMENDMENTS TO THE ZONING ATLAS, ZONING ORDINANCE, <br />AND SUBDIVISION REGULATIONS <br />FOR ORANGE COUNTY, NORTH CAROLINA <br />Pursuant to the requirements of the General Statutes of North <br />Carolina, Chapter 153A, Article 18, Sections 323, 331, 332, 340, <br />and 343; Title VI, Chapter 460, of the 1987 Session Laws; Chapter <br />460 of the 1991 Session Laws; Article 20, Sections 20.5 and 20.6, <br />of the Orange County Zoning ordinance; and Section VIII of the <br />Orange County Subdivision Regulations, notice is hereby given that <br />a public hearing will be held in the Superior Courtroom of the <br />Orange County Courthouse (New), 106 East Margaret Lane, <br />Hillsborough, North Carolina, on Tuesday, May 26, 1992, at 7 :30 <br />P.M. for the purpose of giving all interested citizens an <br />opportunity to speak for or against the following items: <br />SCHOOL IMPACT FEES <br />To help fund school capital needs created by growth in the <br />county, Orange County is considering the adoption of an ordinance <br />establishing a system of impact fees. If the ordinance is adopted, <br />an impact fee would be collected for each new housing unit <br />constructed in the county, including single - family homes, <br />townhouses, two to four - family dwellings, apartments, and mobile <br />homes. Impact fees would not be collected from existing housing <br />units. <br />Under the proposed system, impact fees would vary between the <br />Chapel Hill - Carrboro and Orange County school districts. The amount <br />of variation would depend on the projected number of students per <br />household and the number, type, and cost of school facilities to be <br />constructed in each school district. The number of bedrooms in a <br />housing unit may also affect the amount of the fees. Funds raised <br />through impact fees would pay only a portion of the total school <br />capital costs, and the level at which impact fees are set will be <br />dependent upon the amount of total capital costs financed from such <br />fees. <br />
