would be less inclined to locate in Orange County due to <br />the higher cost of housing. <br />6. It has been said that the money received from the <br />impact fee will be used for education. Is this fee <br />fair to the people that build new homes, but have no <br />children in the school system? <br />7. How does an appraiser, including the property tax <br />appraiser, adjust for the differences in the cost of <br />houses if the fee is implemented? There could very well <br />be two similar houses side by side, one being built <br />before implementation of the fee and the other after <br />implementation of the fee. Does the market value of the <br />first house increase or will the market value of the <br />second house be less than actual cost due to the impact <br />fee? If it is the latter, then the second house owner is <br />being further penalized.because of the fee. Another <br />example of how the impact fee may be unfair. <br />8. Finally, if the county absolutely needs more funds, it <br />appears that at an increase in property taxes (as <br />unpopular as it may be) is more fair than implementing <br />the impact fee. Increasing the property tax would spread <br />the cost among more people rather than targeting a <br />specific group of people. <br />For the reasons stated above the Hillsborough Savings and <br />Loan Association respectfully requests that the Orange County <br />Commissioners not implement the proposed impact fee.
