A RESOLUTION OF THE BOARD OF COMMISSIONERS <br />OF ORANGE COUNTY, NORTH CAROLINA <br />ADOPTING THE ORANGE COUNTY EDUCATIONAL <br />FACILITIES IMPACT FEE ORDINANCE <br />WHEREAS, new residential growth in Orange County, including <br />the municipalities located therein, will create a need for <br />additional public school facilities; and <br />WHEREAS, the Orange County Board of Commissioners finds that <br />the relevant characteristic of new residential growth which gives <br />rise to additional public schools is the number of school age <br />children per household [and per bedroom per household] as expressed <br />in dwelling unit type [and number of bedrooms]; and <br />WHEREAS, a description of the anticipated costs to Orange <br />County of additional public schools necessary to provide sufficient <br />capacity to serve new residential growth and development is <br />provided in the report entitled Report_ to Board of County <br />Commissioners - School Capital Needs Advisory Committee; and <br />WHEREAS, the FY 1992 -97 Capital Improvements Plan outlines <br />the timing of construction and method of financing additional <br />public schools and was adopted by the Orange County Board of <br />Commissioners on , 1992; and <br />WHEREAS, the Orange County Board of Commissioners has <br />determined that new residential development should assume a fair <br />share of the cost of providing additional public schools; and <br />WHEREAS, the proportionate share of the cost of providing <br />public school facilities has been identified in the report entitled <br />1 <br />
