By signing the certificate, the owner <br />certifies that he or she is the owner, that all <br />easements, rights -of -way, and common areas are duly <br />granted for the purposes stated on the plat, and that <br />all improvements /common areas will be maintained until <br />taken over by a public agency or homeowners <br />association, etc. <br />The current language in Section V -D -6 -b of the <br />Subdivision Regulations for the certificate only <br />implies that the person signing is the owner of the <br />property. The proposed amendment will expressly state <br />the certification of ownership. <br />RECOMMENDATION: Section VII -D -3 of the Subdivision Regulations <br />requires that proposed amendments to the text <br />of the Subdivision Regulations be presented at <br />a joint public hearing involving the Board of <br />Commissioners and the Planning Board.
