y � 1 <br />'Vl <br />the Eno and Chapel Hill township components <br />incorporated the New Hope Open Space Corridor into <br />the Comprehensive Plan. <br />Insofar as other types of amendments are concerned, <br />flexibility is available to the Board of <br />Commissioners in calling special public hearings. <br />While secondary amendments to the Comprehensive <br />Plan, rezoning requests, special use permits, and <br />planned development applications are generally heard <br />at the quarterly public hearings, the language <br />contained in the Zoning Ordinance allows lattitude <br />in setting public hearing dates. <br />Recently, an application was received for the <br />University Station project, a proposed rural village <br />to be located southeast of Hillsborough. The <br />application involves a principal amendment to the <br />Comprehensive Plan, and strict interpretation of <br />Section 2.2.14.3 suggests that the application be <br />considered at the February, 1993 public hearing. <br />Because of difficulties associated with holding— <br />multiple property owners together and retaining a <br />major investor, the applicants have requested that a <br />special public hearing be set. <br />Rather than considering the University Station <br />application at a public hearing other than that <br />scheduled for February, 1993 hearing, an amendment <br />to Section 2.2.14.3 is proposed to build in the <br />flexibility needed by both private citizens and the <br />County to consider principal amendments out of <br />sequence. The proposed amendment to Section 2.2.14.3 <br />affects only the first sentence of the second <br />paragraph. That sentence would be reworded to read <br />as follows: <br />Principal amendments shall generally only be <br />considered once each year at the quarterly public <br />hearing in February. <br />The addition of the word "generally" would be <br />sufficient to allow the Board of Commissioners <br />discretion in calling special public hearings on <br />principal amendments to the Comprehensive Plan. <br />The Ordinance Review Committee met on May 14, 1992 <br />and proposed that additional wording be added to <br />allow more than one public hearing on principal <br />amendments. However, the Committee felt that they <br />should be restricted to other quarterly public <br />hearings; e.g., May, August, and November. The <br />proposed wording would be as follows: <br />
