Prior to that time, procedures for <br />amending the Land Use Plan (as referred to then) <br />were contained in a policy statement approved by the <br />Planning Board and Board of Commissioners. When the <br />Zoning Ordinance was amended in 1988, the procedures <br />were incorporated into Article 2 with little or no <br />change. <br />Section 2.2.14.3 of Article 2 requires that <br />principal amendments to the Comprehensive Plan only <br />be considered once each year at the quarterly public <br />hearing in February. Since the adoption of the <br />amendment, few applications for principal amendments <br />to the Comprehensive Plan have been processed under <br />the procedures. While applications for principal <br />amendments have generally been held in February, <br />there have been some exceptions. For example, <br />amendments to the Comprehensive Plan involving four <br />township components were considered at a May, 1988 <br />public hearing. More recently, 1992 amendments to <br />
