13 <br />Objectives of-the Coordinating Council: <br />The purpose of the Coordinating Council is to create a <br />mechanism for sharing information and identifying common <br />goals. The organizations who fund or provide human <br />services may then use this mechanism to enhance our service <br />delivery system. <br />For the first two years, the Council will work to <br />accomplish three tasks: <br />(1) Create a system to collect, analyze, and share <br />information pertinent to the human services <br />system. <br />(2) Produce an annual report on the state of human <br />services to provide a base of information for use <br />during the funding application processes. The <br />representatives will be responsible for sharing <br />the report with the advisory and governing boards <br />of their sponsoring organizations. <br />(3) Encourage community problem- solving efforts by <br />identifying the task forces and interagency <br />groups currently working to address human service <br />issues, staying informed of their activities, and <br />facilitating their work when possible. As new <br />concerns are identified, the Council could ask an <br />existing task force to add the issue to its <br />agenda or create a new work group to address the <br />issue. <br />The work of the Council, particularly the timing of the <br />release of the snapshot report, should be compatible with <br />the planning and budgeting processes of the participating <br />organizations. <br />By the beginning of the third year, the Coordinating <br />Council should evaluate its accomplishments to determine <br />whether it should disband, maintain or delegate its current <br />functions, or expand its work to include additional <br />planning or coordinating objectives. if the Council elects <br />to continue its work, it will develop a structure that <br />specifies the length of representatives' terms and how they <br />will be replaced. <br />
