t <br />Directors may be unaware of reports generated by Orange <br />County departments. In addition, volunteers on advisory <br />boards express frustration because they must make important <br />decisions with an incomplete picture of the complex human <br />service system within the county. <br />The Task Force verified that providers generate a <br />volume of data and reports that describe the services, <br />clientele, unmet needs, and general status of individual <br />sectors of the human service system. At present, no <br />single organization receives all of these reports for <br />analysis and dissemination. As a result, this volume of <br />information is not consistently available to everyone who <br />might benefit from it. <br />The Task Force proposes to address these shortcomings <br />by establishing a Coordinating Council made up of <br />representatives from the five major funder /provider groups <br />in the county. The proposal is contained in the second <br />section of this report. This and other ongoing efforts to <br />enhance communication and coordination among human service <br />programs benefit not only the clients who receive services, <br />but also the employees who provide the services and the <br />citizens who fund the services. <br />The third section of this report contains the <br />Snapshot Report, which provides a condensed description of <br />the state of human services in Orange County.
