6 <br />BACKGROM <br />The Task Force for the.Future of Human Services was <br />created in May, 1991, as an ad hoc committee intended to <br />coordinate separate efforts being undertaken by the United <br />Way and the Orange County Human Services Advisory <br />Commission. The United Way had formed a committee to <br />conduct a county -wide needs assessment for human services. <br />At the same time, HSAC wanted to use the results of their <br />1990 Coordination Workshop to improve joint efforts to <br />coordinate, plan, and implement changes in the human <br />services system. <br />Members of the two committees merged into the Task <br />Force for the Future of Human Services, and they recruited <br />additional representatives from Chapel Hill, Carrboro, and <br />the Association of Community Agencies. <br />The Task Force for the Future of Human Services then <br />created its own four -part charge: <br />1. Foster agreement on a basic philosophy to govern <br />delivery of.human services in the county. <br />2.- Promote the development of an information base for <br />human services planning and decision - making. <br />3. Develop a proposal for a system for identifying <br />human services priorities that takes account of <br />county -wide needs and resources and that <br />emphasizes prevention, evaluation, and <br />coordination. <br />4. Facilitate communication, coordination, and joint <br />action in responding to human service priorities. <br />■ <br />
