2 It <br />produced other- less tangible benefits as well. <br />Contents of the Final Report: <br />In the-first section of the report, the Task Force <br />describes the types of information- sharing and <br />coordination efforts that are in place in the human <br />service system and identifies areas that could be <br />improved. <br />The second section of the report contains the proposal <br />for the creation of a Coordinating Council with <br />representation similar to that of the Task Force. The <br />functions of this Council would be: <br />(1) to develop an ongoing system to collect, <br />analyze, and share information relevant to <br />human serves, <br />(2) to produce an annual report to provide all <br />funders a common base of information for use <br />during the funding processes, and <br />(3) to encourage continued community problem - <br />solving efforts by identifying, staying <br />informed of, and, when possible, facilitating <br />the work of interagency task forces within <br />Orange County. <br />The Coordinating Council is not intended to take the <br />place of existing boards or advisory groups. Instead, <br />it provides a forum to enhance communication and <br />coordination among these funders and providers of <br />human services. <br />During its third year, the Coordinating Council will <br />conduct a self - evaluation to determine the value of <br />its accomplishments and assess whether it should <br />disband, maintain or delegate its functions, or expand <br />its work. <br />The third section of this report contains "A Snapshot <br />Repgrt_of Human Services in Orange County" which gives <br />a g-l-impse of the current state of the human services <br />system. <br />RECOMMENDATION: Manager recommends that the Board endorse the creation <br />of the Coordinating Council and receive the report as <br />information. <br />
