The results of this testing would permit development of <br />preliminary engineering plans and cost estimates. These would allow <br />the LSC to compare alternative sites along the lines of social <br />implications, capital and operating costs, and environmental effects. <br />The attached letter from Joyce Engineering outlines the status of <br />efforts made to gain permission for access to potential landfill sites <br />from owners of property-"located within the boundaries of the four <br />landfill sites under active consideration. Although entry upon <br />each parcel may not be necessary, it is essential that access to all <br />properties be available so that questions can be answered concerning <br />matters such as depth to bedrock, subsurface water and direction of <br />flow, soil types, and the like. In that not all property owners have <br />voluntarily granted access, staff recommend that the County use its <br />authority under GS 40A -11 to enter upon lands specified for the purpose <br />of making surveys, borings, examinations and appraisals as may be <br />necessary or expedient in selecting a site for a future landfill. <br />Property owners can receive compensation for damages that occur as a <br />result of required testing. <br />
