<br />MEMORANDUM OF AGREEMENT
<br />FOR
<br />HISTORIC PRESERVATION FUND GRANTS
<br />This Memorandum of Agreement is herein entered into this 18t day of Mav
<br />199 2 by the Division of Archives-and-History. hereinafter known as the Division,'
<br />and the Count of Orange
<br />the Grantee, for and in consideration of a federal grant in the amount of seven-
<br />teen thousand ($ 17,000 ) dollars, for the purpose of conductinE an
<br />architectural survey of Orange County outside of Chapel Hill and Hillsborough.
<br />or a total project cost of at reast $34,000 and ending by September 30, 1993.
<br />The Grantee agrees to match such grant with funds, or donated property, equipment,
<br />and services from nonfederal sources within the grant period, and to use such
<br />grant and matching funds, or donated property, equipment, and services for the
<br />purpose hereinabove specified, and to furnish such reports and documentation,
<br />financial or otherwise, as may be specified by the North Carolina Department of
<br />Cultural Resources, Division of Archives and History. Project activities shall be
<br />performed according to the Secretary of the Interior's Standards for Archaeology
<br />and Historic Preservation *, under the guidelines and professional supervision of
<br />the Archaeology and Historic Preservation Section.
<br />Lob� with Appropriated Funds: Historic Preservation Fund (NPS) grants must
<br />conform to provisions of 18 USC 1913: "No part of the money appropriated by any
<br />enactment of Congress shall, in the absence of express authorization by Congress,
<br />be used directly or indirectly to pay for any personal service, advertisement,
<br />telegram, telephone, letter, printed or written matter, or other device, intended
<br />or designed to influence in any manner a Member of Congress, to favor or oppose.
<br />by vote or otherwise, any legislation or appropriation by Congress, whether before
<br />or after the introduction of any bill or resolution proposing such legislation or
<br />appropriation: but this shall not prevent officers or employees of the United
<br />States or its Department or agencies from communicating to Members of Congress on
<br />the request of any Member or to Congress, through the proper official channels,
<br />requests for legislation or appropriations which they deem necessary for the
<br />efficient conduct of the public business."
<br />Certification of Matching Funds and Method of Reimbursement: The Grantee will
<br />certify matching funds either by a statement of deposit from a local bank or by a
<br />statement from a county or municipal official. The Division agrees to reimburse
<br />the Grantee up to 50% of all expenditures for project as described. Upon request,
<br />the Division may advance the Grantee twenty —five percent (25 %) of the Division's
<br />share of the project cost. After satisfactory documentation of this advance,
<br />including an equal amount of matching share, two additional advances may be
<br />requested. However, the final twenty —five percent (25 %) will be reimbursed only
<br />after satisfactory project completion.

<br />Method of Accounting and Documentation of Project Costs: The Grantee agrees to
<br />maintain accurate records of all expenditures related to the project. Copies of
<br />invoices and either canceled checks or computerized print —outs will be used to
<br />substantiate expenses. Expenditures for salaries, materials, travel and per diem,
<br />and printing costs must be documented by canceled checks or print —outs and
<br />substantiated with references to hours worked, type of materials, amount of
<br />travel, etc., as applicable. - Donated services and materials must-be documented
<br />through time and attendance records or by a statement of justification of value
<br />for materials. Overhead costs require specification of location and justification
<br />of costs based upon a standard negotiated cost form or a statement establishing a
<br />reasonable rate for overhead.
