24 <br />MEMORANDUM OF UNDERSTANDING <br />mEMORANDUN OP UNDERSTANDING among the Town of Carrboro, Town of Chapel Hill, <br />Orange County and Orange water and Sewer Authority (OWASA). <br />I. PREAMBLE <br />WHEREAS, issues frequently arise which are of cosmon interest to the Towns, the <br />County, and OWASA which should be addressed through exchange of information, <br />opportunity for review, and providing of constructive comments; and <br />WHEREAS, it is the desire of the parties to promote an environment for good <br />relations and positive communication in all matters that may affect one another. <br />11. AGREEMENTS <br />1. It is understood and agreed by the County, the Towns and OWASA that good <br />communication among them is essential. To that end, the parties have agreed <br />to communicate regularly and to provide each to the others information <br />regarding policy matters affecting their mutual interests, including, without <br />limitation: <br />A. proposed intergovernmental agreements which involve water and sewer <br />services, facilities, and service areas. <br />B. planning policies, reports and studies such as joint and local land use <br />plans, water and wastewater systems development plans, capital <br />improvements plans, community .facilities plans, environmental <br />characteristics studies, and other long-range and comprehensive planning <br />documents; <br />C. water and sever extension policies and amendments thereto; <br />D. zoning and development regulations and maps and amendments thereto; <br />E. requests and proposals for water and sewer facilities which would be <br />located in or which would serve areas which are now generally undeveloped <br />or not developed at urban densities; <br />F. proposals for new development, including subdivisions, in areas which are <br />not served by public water and sewer; <br />G. financial policies and plans such as multiyear projections including <br />planned rate adjustments and long -range financing plans for capital <br />improvements; <br />
