DQGI�p <br />MEMORANDUM <br />TO: Mayor and Council <br />FROM: Julie Andresen, Council Member <br />Mark Chilton, Council Member <br />Joe Herzenberg, Mayor pro tem <br />SUBJECT: Water and sewer policy issues related to the Orange Water <br />and Sewer Authority <br />DATE: May 14, 1992 <br />In previous discussions with the Council, we have indicated we <br />would prepare recommendations for the Councils consideration <br />regarding water and sewer policy matters. <br />This memorandum presents our recommendations regarding several <br />Policy areas: <br />Memorandum of Understanding among OWASA and local governments <br />Service area and system development <br />Water sales and other agreements with other utilities <br />Watershed and water quality protection <br />Conservation <br />Financing the OWASA system <br />Other matters <br />The attached discussion is intended to focus on areas that we think <br />are the most important. We recognize that the Council may want to <br />add to or delete items from this outline, and we welcome further <br />discussion of these matters. <br />I. Memorandum of Understandinct <br />Back round <br />In July, 1989, _ OWASA- and the three local- ..government boards which <br />appoint the OWASA Board Members entered into a Memorandum of <br />Understanding. This agreement sets forth the four entities, <br />commitments to share information and provide opportunity for <br />comment on proposed plans, policies and significant actions such as <br />proposed sale of water to other utilities. <br />The Memorandum concludes with a pledge by each of the parties to <br />make good faith efforts to reach agreements satisfactory to all of <br />the parties on matters of mutual interest. <br />A copy of the Memorandum of Understanding is.attached. <br />Comments and Recommendation: <br />The Council should reaffirm the value and need for the Memorandum <br />s <br />14 <br />r <br />
