Memorandum of Understanding: We recommend the Council reaffirm <br />the value and need for the 1989 Memorandum of Understanding <br />regarding sharing of information and proposed plans and policy <br />actions; and express appreciation to OWASA for seeking comments <br />from local governments regarding the Town of Hillsborough's and <br />Chatham County's requests during the last year. <br />II. OWASA Service Area: We recommend that OWASA's service area be <br />defined as the Chapel Hill- Carrboro urban services area bounded by <br />the Rural Buffer, University Lake watershed, Chatham County line <br />and Durham annexation /water and sewer service boundary. <br />III. Water Sales: We recommend that any non - emergency water sales <br />to other utility systems should protect the long -term availability <br />of OWASA's current water supplies through plans by the utility <br />buying water to obtain its own permanent water sources. <br />IV. Watershed Protection: We recommend that the Council support and <br />encourage continuation of OWASA's purchase of land and conservation <br />easements to protect University Lake and the Cane Creek reservoir, <br />and plans for a study of the Cane Creek watershed to be <br />commissioned in 1992 -93. OWASA, the County and the Towns should <br />continue to work together-to protect these watersheds. <br />V. Conservation: We recommend that the Council commend OWASA for <br />its water conservation program, and encourage further initiatives; <br />for the quality of our drinking water and emphasizing the <br />importance of maintaining this high quality; and for OWASA's <br />increased emphasis on reducing stormwater inflow and infiltration <br />as a key to preserving capacity of the wastewater system. <br />VI. Financing the OWASA system: We recommend the Council enter into <br />discussions with OWASA to seek cooperative means of assisting low <br />income families with water and sewer costs including assessments, <br />availability fees and other charges. <br />VII.
