23 <br />The Shelter is challenged to accommodate a variety of <br />needs for- special populations.under one roof. <br />There-is little transitional housing available for <br />special populations or for people who don't have the $1,000 <br />it takes to move into a standard rental unit in southern <br />Orange County. (Sources: Interview with Chris Moran and <br />"Comprehensive Housing Affordability Strategy for Orange <br />County, North Carolina) <br />IMMIGRATION TRENDS <br />The 1990 census counted 1,279 Hispanic residents. <br />Informal estimates project that the actual population is <br />three to five times the documented population. Interviews with Chris Moran, IFC Community <br />Shelter; Allan Archibald, Orange County Schools; Sonia <br />Bettez, graduate student in the UNC School of Social Work, <br />and others) <br />NOTE: Refer to attached census data. Also, the Asian/ <br />Pacific Islander population increased 330% from 1980 to <br />1990. <br />Undocumented aliens do not qualify for most federally <br />funded programs; therefore, locally funded programs will <br />bear the burden of support for members of this population <br />who need human services.
