20 <br />An average of 479 children /month were on the day care <br />subsidy waiting list for the orange County Department of <br />Social Services for the ten month period ending February, <br />1992. During the same time, an average of 256 children/ <br />month received subsidized care. Existing programs that provide family support, <br />respite care, after - school and summer programs, <br />transportation services, and independent living programs <br />are inadequate to meet the need.
